Cooperative Study

PIE developed data toolkits for community coalitions and facilitated the use of the information to make data-driven decisions through a cooperative study format.

Overview

The DBH received funding from the Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) to implement a five-year Strategic Prevention Framework-Partnerships for Success (PFS) Grant. The funding was then redistributed to 16 community coalitions to address underage substance abuse.

Challenge

Community coalitions need to understand the context within which they are working and the impacts of their efforts to make decisions on strategic approaches to their PFS grant efforts. Accessing, understanding, and interpreting this data is often a barrier.

Solution

PIE collected and analyzed coalition capacity data across time to assess internal capacity. In addition, youth and adult survey and consequence data was gathered and analyzed that compared local data to statewide data, and compared data over time, to show local level successes, areas of need, and disparities. All of this information was aggregated and presented in an infographic style data toolkit. A cooperative study was then collaboratively facilitated by PIE and DBH with coalition members to dive deeper into the data through a group discussion to develop actionable data-driven decisions.
